Proverbs 17:28 KJV

 
 
By showing a good temper and having his speech few in words, being careful of speaking amiss, showing good governing ability of his tongue, is a man showing himself to be wise. He that has knowledge, and his goal is to do good with it, is careful, for when he does speak, he speaks to the purpose spoken and is mindful to speak a minimum amount of words.  He spares his words because they are better spared in content than is ill-spent. 
 
A man of understanding shows the characteristics of an excellent spirit, one that his own spirit approves of, and that is done only by the Spirit of God, that is, kept in a frame; so to speak, and it is easy to himself to acknowledge and very pleasant and amiable to others to be as it should be.  His spirit is not easily heated with passion or any corrupt affections.  He wears a cool head with a warn heart being leveled and stayed in place together. 
 
Usually, this is taken as any indication of wisdom that a fool may gain the reputation of being wise if he holds his tongue, yet, listening while others are speaking with experience of wisdom and knowledge.  Then, if a fool holds his peace while others speak, men will think him to be wise, for they will think he is observing what they are saying, thinking him to be esteemed a man of understanding.
